THE FORUM

 

We are pleased to invite you to attend virtually the "2nd Forum of Local Environmental Authorities" that the city of Santiago is presiding over and which is organized together with the Secretariat of the CC35 with the technical support of ECLAC under the title "New Green Agreement in the Capitals after the coronavirus" and which will be held from Santiago, Chile, on 17 August 2020 from 10:00 a.m. This Forum will have the France 24 channel as its exclusive media, whose coverage will be presented in a complete program later in Spanish, English and French.

 

This initiative made its first meeting with great success in Ecuador in habitat III + 2 and had as an answer the "Declaration of Quito". 2020 aims to raise the influence of the highest environmental authorities of the 35 capital cities of the countries that make up the entire hemisphere, through local diplomacy and adding as a special guests to Los Angeles (USA), San Juan (Puerto Rico), Glasgow (Scotland), Recife (Brazil) and Rio de Janeiro (Brazil).

 

COVID-19 has an overwhelming impact on the region's local economies but has also shown how this economic model is responsible for both the increase in emissions that affect the health of people and their ecosystems, and the pressure on the basic services that are provided by limited natural resources (water, energy, etc.).

 

The training and technical assistance to our role as authorities will be supported in this meeting by several of the most recognized institutions of the planet in terms of environmental agenda as WWF, The Energy Coalition, ICLEI, R20, UCLA, IUCN and ICOMOS where programs and initiatives of great relevance will be announced to add our cities in order to be implemented in the current negotiations, if they are of interest for each city.

 

The meeting aims to discuss and send urgent ideas to explore proven, innovative and scalable solutions from us as the highest environmental authorities, for a post-pandemic green reconstruction from the capital cities of the Americas, where the need to strengthen our roles within the structures we occupy is evident.

 

A local climate legislative framework and a new architecture for city financing will be two backbones of the discussion.

 

Time is running out and we have a decade left to meet the Sustainable Development Goals and the 2030 agenda and only months to do so before the Paris Agreement and face the most profound global challenges of our generation, to protect the more than 50 million citizens who have placed their trust in our governance.

 

That is why this meeting is part of the recently created Santiago-Glasgow route that contains 6 fundamental axes to accelerate the commitment to a carbon neutral 2050 of the sub-national governments towards the COP26 that will take place in Scotland and has the support of strategic allies of the CC35 such as ICLEI, C40, UCLG and other members of the LGMA (LocalGovernments and Municipalities Authorities).

 

We will have as an added on the website value a brief presentation of innovative private sector solutions that can accelerate the green infrastructure we need to meet the 1.5OC global temperature rise targets or the provision of primary services.

 

As part of the institutional planning we announce that Guatemala City will physically hold the presidency of 2021 if the security conditions are in place for the "3rd Forum of Local Environmental Authorities".

 

The Declaration and agreed action plan that emerges from the capitals we represent will be sent to the COP25 and COP26 High-Level Champions, Gonzalo Muñoz and Nigel Topping and the commitments monitored between the 2020 and 2021 Forums presided over by the municipal governments of Santiago and Guatemala.

 

The text of the Closing Statement  will be circulated to you between July 1 and August 15, 2020 along with the official invitations.

La Araucaria araucana es de origen muy antiguo y se remonta a la época de los dinosaurios con una capacidad de supervivencia a toda prueba. Es tan antiguo que se han encontrado formas fosilizadas de un periodo muy temprano inclusive en Europa; lo que nos da una idea de su anterior extensión por el mundo para finalmente echar raíces en las tierras cordilleranas mas al sur del sur. El árbol llamado pehuén, reconoce como su hogar las tierras de Chile donde se lo encuentra hasta los 2000 metros de altura. Jardines botánicos del mundo lo han rescatado como ejemplar curioso para sus colecciones de plantas exóticas. Donde se siente mas a gusto es en el Chile pre-cordillerano donde vive en armonía con el pueblo Mapuche que lo quiere y lo cuida. Esta especie resiste la rudeza del clima y la dureza del terreno creciendo en zonas rocosas y arenosas, resiste a la fuerza del fuego y renace de las cenizas cuál ave fénix. Su madera en dura y resistente por eso es muy codiciada por la industria del mueble. Este árbol milenario ha sido bautizado bajo el sistema binomial cómo Araucaria araucana siguiendo la nomenclatura establecida por Von Lineé que tuvo la ocurrencia de querer establecer un orden en la naturaleza.

 

 

The Araucaria araucana is of very ancient origin and dates back to the time of the dinosaurs with a foolproof survival capacity. It is so old that fossilized forms from a very early period have been found even in Europe; which gives us an idea of its previous extension around the world to finally take root in the mountainous lands further south. The tree called pehuén, recognizes as its home the lands of Chile where it is found up to 2000 meters high. Botanical gardens around the world have rescued it as a curious specimen for their exotic plant collections. He feels most at home in pre-Cordilleran Chile where he lives in harmony with the Mapuche people who love and care for him. This species resists the harshness of the climate and the ruggedness of the terrain growing in rocky and sandy areas, it resists the force of fire and is reborn from the ashes like a phoenix. Its hard and resistant wood is therefore very coveted by the furniture industry. This millenary tree has been baptized under the binomial system as Araucaria araucana following the nomenclature established by Von Lineé who had the idea of wanting to establish order in nature.
